Daniel Klingenberg

… is Counsel at Berliner Corcoran &Rowe LLP. He joined BCR from the U.S. Department of Treasury's Office of Foreign Assets Control (OFAC) where he was an Enforcement Officer with OFAC's Enforcement Division and a Sanctions Investigator in the Office of Global Targeting. He was the first Sanctions Investigator detailed to OFAC's Reconsideration team and spearheaded efforts to streamline the adjudication of requests for removal from OFAC sanctions lists (also known as delisting petitions). In his roles with OFAC, Daniel's responsibilities included:

  • Reinvestigating designations and adjudicating delisting petitions.
  • Managing the launch of OFAC’s Reconsideration Portal.
  • Supporting the litigation defense of OFAC sanctions determinations.
  • Investigating apparent violations of sanctions programs committed
    by U.S. and non-U.S. persons.
  • Evaluating sanctions compliance programs of U.S. and non-U.S. entities.
  • Supporting criminal investigations of sanctions violations.

Prior to joining OFAC, Daniel was a government affairs advisor with APCO Worldwide in Washington D.C. and Dubai, UAE where he advised clients on legal issues and advocacy in the Middle East and the United States. His work included managing litigation exposure, complying with complex U.S. and international legal regulations, and advising C-Suites on U.S. and International political issues. He also managed global affairs activities for Optica, a scientific society, to build awareness of the role of optics and photonics in emerging technologies, including semiconductors and AI.
